Explain pull request

Per issue #692, working group discussions, and the fact that London using this vehicle type, we are adding as an optional new type to MDS.

We will address more changes in MDS 2.0.0 when we add new modes and align with more changes in GBFS.

Many of the original definitions feel squishy and overlapping to me. Here are some proposed alternatives:

bicycle: A two-wheeled mobility device intended for personal transportation that can be operated via pedals, with or without a motorized assist (includes e-bikes, recumbents, and tandems)

cargo_bicycle: A two- or three-wheeled bicycle intended for transporting larger, heavier cargo than a standard bicycle (such as goods or passengers), with or without motorized assist (includes bakfiets/front-loaders, cargo trikes, and long-tails)

car: A passenger car or similar light-duty vehicle

scooter: A standing or seated fully-motorized mobility device intended for one rider, capable of travel at low or moderate speeds, and suited for operation in infrastructure shared with motorized bicycles

moped: A seated fully-motorized mobility device capable of travel at moderate or high speeds and suited for operation in general urban traffic

I have attempted to use language that is exclusive (e.g. a given vehicle couldn't reasonably be placed in multiple categories), and have provided examples and operating contexts as a way to aid in categorizing vehicles that may blur traditional definitional boundaries.

I added these definitions, which are certainly more accurate that the existing ones and with less definitional overlap.

These can be changed based on community feedback in the coming weeks as we work on approval for the 1.2 release candidate.
