Related to #1491.

CentOS 8 is a version of CentOS Stream:

Continuously delivered distro that tracks just ahead of Red Hat Enterprise Linux (RHEL) development, positioned as a midstream between Fedora Linux and RHEL

This presents concerns about stability. As such, we will transition to Ubuntu.

Update 11/19/20201

Instead of performing Clair scans on the Ubuntu Docker images, perform Trivy scans. See #1454.
