Although much less important than the TE parameter, the TR parameter is potentially useful, in particular because it allows the calculation of relaxation attenuation for absolute quantification purposes. For this reason it would be useful if it were read into the MRSBase object from the raw data files.

This commit adds the TR property to MRSBase objects, read from the
various data formats supported. This is primarily intended to be
