It would be useful to add some functions to support easier configuration of absolute quantification. Both Tarquin and LCModel support receiving parameters such as tissue water concentration and relative water attenuation, functions should be provided to calculate these parameters.

This commit adds functions associated with calculating scaling factors
for absolute quantification. It also modifies the Tarquin `process()`
function to accept this scaling factor as a parameter, and moves that
function from the `io` module to the `fitting` module.
