Improvements to getExpirationTime

Right now, getExpirationTime returns the expiration time of the primary key.
It would be useful to optionally pass in key flags to this function, and return the key expiration in terms of the desired capabilities.
For example, passing in 12 would return the last time that the key can encrypt storage and communications.
