A stab at something new: addressing issues with new pages, but linking in to other pages where necessary to avoid duplication. Open to thoughts about whether that's a good idea or is just asking for trouble.

The extra bits that aren't linked still stand on their own as a suggested new policy addition.

I like the idea of changing around the page layout. The current system is just pulled out of nowhere, so having new sections and crosslinking is entirely reasonable.
