MealsCount Bulk Optimize

Latest Meals Count bulk optimize tool for Statewide / large district optimization. Tool is essentially a pyinstaller .exe of mealscount that runs mealscount-bulk-optimize.py, so you can just check out the source and install requirements and run that script for the same interface.

This is not signed so will probably make Windows complain. Tested on Windows 11.
