Add On-Boarding Page

We want an on-boarding page that has resources for incoming people

• Technical resources - Git, Docker, Etc, how to get your system ready
• Design Resources - Some UX guides on designing for Civic Tech?
• Data Science resources - Jupyter notebooks, public data guides?

Additional Task: tag projects on website with technologies used.

In regards to boarding, I updated the readme to use Gitpod, and a docker image which should help with the dev environment setup. A new attendee should be able to just click the button and sign in with GitHub and the build process is done for them and they have vscode in the cloud with ubuntu. Let me know how this works for you all and what else needs to be done for boarding and dev environments
