Onboard a mechanism to autocut git hub issue in respective repo when Integtests fail for a particular OpenSearch Dashboard component similar to the implementation

Create Github issue with tagged as autocut, v and test-failure
Title: [AUTOCUT] Integration test failed for k-NN-2.7.0 at distribution level.

Once #1274 gets in, all of the above data can be replaced by the consolidated test manifest.
