Is your feature request related to a problem? Please describe

Similar to build failure notifications opensearch-project/k-NN#829 we want to notify the components about the integration/bwc test failures at distribution level too.

Describe the solution you'd like

Create Github issue with tagged as autocut, v<version> and test-failure
Title: [AUTOCUT] Integration test failed for k-NN-2.7.0 at distribution level.
Error:
Steps to reproduce:
Link to the failed workflow:

Once #1274 gets in, all of the above data can be replaced by the consolidated test manifest.

Describe alternatives you've considered

Keep watching test workflows and see the failures
