[Security Plugin] Consolidate tests for security dashboards plugin

Problem: There are two folders semi-related to security dashboards plugin - security-dashboards-plugin and security. It seems like release time testing only uses security folder, but github runner actions are running both. We should consolidate these to match the release time behavior, and transfer any tests that are applicable.
