[release-4.5] Bug 1831609: Refactor azure actuator: Removed deprecated v1apha1 api #128

What this PR does / why we need it:
Removing v1alpha1 api and the AzureClusterProviderSpec which is at this point a straight copy of values of the machineConfig.

Found one thing that I'd like you to fix up before we merge, but otherwise this seems reasonable, deletes a lot of code which is always good 😅

This same package is being imported again on the line below, can we deduplicate please?
