Specifically fixing issues per

• controller/staticpodstate: don't use relative times in conditions library-go#929 (avoid OperatorStatusChanged event storm during static pod rollouts)
• Bug 1891740: controller/staticpod: reduce noise of not-ready containers library-go#930 (reduce noise with not very helpful "not ready" messages in conditions, which are completely normal for up to O(30s) on pod startup)
