remove cruft and depend on cluster-config-operator #241

cluster-config-operator creates our CRDs so they should always be present and we can wait.

The sync check moved here: https://github.com/openshift/cluster-kube-apiserver-operator/pull/241/files#diff-e9cadded0c2ecac360f44d9482e198daR46 , so the controller loop doesn't start until the sync succeeds.
