LOG-5474: Fix CLO rotate_wait_ms to rotate_wait_secs

Description

This PR fixes rotate_wait_ms to rotate_wait_secs as this was implemented in upstream vector:0.37.0. This also changes CLO to use vector:6.0 in the deployment patch & functional benchmarker.
