Bug 1986840: track number of active alertmanager receivers via telemetry #1209

As in title.

  • I added CHANGELOG entry for this change.
  • No user facing changes, so no entry in CHANGELOG was needed.

putting on hold as this targets 4.9

can we also get rid of the cluster:alertmanager_routing_enabled:max recording rule and modify AlertmanagerReceiversNotConfigured to use the new metric instead?

The AlertmanagerReceiversNotConfigured alert doesn't fire anymore, we need to use alertmanager_integrations rather than alertmanager_receivers.
