  1. Handle kube-apiserver disruption more gracefully. 

    This PR increases leader-election timeouts as per the recommendation in:
https://github.com/openshift/enhancements/blob/master/CONVENTIONS.md
to tolerate 60s worth of disruption.

Resolves rhbz#1986477.
