Bug 1866928: add support for Grafana valueMaps to monitoring dashboards #6328

Fixes https://bugzilla.redhat.com/show_bug.cgi?id=1868463

Note any existing dashboards utilizing <SingleStat> with valueMaps need to be updated to remove panel.valueFontSize: "200%" to not look silly (see screenshots below).

@skonto You can install a 4.6 nightly from https://mirror.openshift.com/pub/openshift-v4/clients/ocp-dev-preview/latest-4.6/ which will have the fix.

I'm not that familiar with CRC. You'd need to check with that team.
