This condition is set too early in the operator lifetime and often it can be the only one Available condition present, so CSO reports the whole Manila driver is Available. In addition, this condition does not report anythig useful. There is a separate "Disabled" condition to report that Manila is not present and CSI driver presence is reported by ManilaDriverControllerAvailable/NFSDriverControllerAvailable conditions.
