[release-4.5] Bug 1854262: k8shandler: disable system_call_filter check on non-amd64 architectures #415

Backport of #410

This bootstrap check requires architecture-specific supporting code in
ElasticSearch, which upstream has outright refused to accept.

Hi @yselkowitz. Thanks for your PR.

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

i've discussed this PR w/ the multiarch team. they have manually tested it and this does not affect x86. non-x86 is not GA. The change has merged to 4.6 already but can't be validated because 4.6 isn't built for non-x86 yet.

as such, i'm overriding the BZ req so we can get this and the 4.4 version landed urgently.
