Refactor PowerVS create and destroy infra

What this PR does / why we need it:
Fixes https://issues.redhat.com/browse/MULTIARCH-3145
Fixes https://issues.redhat.com/browse/MULTIARCH-2973

Refactor the code wherever possible, like renaming, removing powervs from func and var names, since package name itself is powervs.

Reduced timeouts by ran multiple instances of create and destroy cluster.
