Currently we render the feature gate at the HCP level which results in a discrepancy when mco consume it along with a given NodePool payload-version that differs from the one used by the HCP to generate it. Follow up to #2572, all MCO related components need to have the payload version passed in, so pass to MCC and MCS as well, else they cannot construct a featuregateaccess once openshift/machine-config-operator#3688 merges.
