OCPBUGS-16813: do not hardcode ignition-server-proxy replicas

Fixes the ignition-server-proxy part of https://issues.redhat.com/browse/OCPBUGS-16813

Allow replicas for the ignition-server-proxy Deployment to be controlled by the HC ControllerAvailabilityPolicy
