OCPBUGS-25332: Force KMSv1 on

What this PR does / why we need it:

KMSv1 is deprecated in k8s 1.28, and turned off in k8s 1.29 entirely.
This commit forces KMSv1 to be on, until we're ready to migrate to v2.
