[release-4.4] Bug 1842489: Don't delay first upload #136

This PR is backport into 4.4 for Not delaying initial upload, which was implemented in two PRs, PR #117 and #132
The later PR is improving problem detection algorithm for skipping fast upload and fixes skipping fast upload after long gathering.

4.4 is in maintenance phase, please provide the justification for backport for a medium severity BZ

@jwtorres This is part of important functionality to deliver gathered data in OCM after the cluster installation without delay. I have increased severity for this BZ.
