oVirt: change owners

This PR changes the ovirt approvers and reviewers - remove gekorob that is not working at red hat any more - remove dougsland for approver - add eslutsky as approver and reviewer Signed-off-by: Gal-Zaidman <gzaidman@redhat.com>
