tls: create a client-ca bundle for the bootstrap KAS to use #1307

The bootstrap KAS points to files loaded on disk. This means we need to build
a CA bundle that can be referenced directly.

If this passes, I'd like to merge it to try to move forward with the correct CSR bundle for kubelets.

this in keeping with the rest of the CA bundles and necessary for the separated chains of trust. I'm tagging it, but will take post-merge comments on Monday if they come up.
