Bug 1803321: gather: installer-gather.sh to work with ipv6 addresses

This change updates the installer-gather.sh script to work correctly
with ipv6 addresses. It wraps the master ip addresses in square
brackets for all evocations of the scp command. This behavior is
backward compatible with ipv4 and so it now works with both.
