Tempest Tests related to KuryrNetworks are enabled by default on Devstack, but the Namespace and KuryrNetwok handler might not be. This commit ensures the tempest config is only updated when the respective Kuryr handler/driver is enabled. Change-Id: I109afd8ab797d99a3fd85793f049af30d90a3784
UPPER_CONSTRAINTS_FILE is old name and deprecated -https://zuul-ci.org/docs/zuul-jobs/python-roles.html#rolevar-tox.tox_constraints_file This allows to use lower-constraints file as more readable way instead of UPPER_CONSTRAINTS_FILE=<lower-constraints file>. This patch ensures that endpoints scale down to 0 event is handled and therefore members are deleted from the loadbalancer pool Change-Id: Idb879245607a6f0f914a44220312d54aa40e2e3d Closes-Bug: 1904395
