This is a manual cherry-pick from three commits: #271, #276 and #279.
Add DPLL pin notification parser and handle pin notifications. Distinguish between pin notifications and device notifications. Update DPLL phase offset if included for the pin belonging to the DPLL instance.

Comment /jira refresh to re-evaluate validity if changes to the Jira bug are made, or edit the title of this pull request to link to a different bug.

The bug has been updated to refer to the pull request using the external bug tracker.
