currently the Makefile only appears to use the commands docker or imagebuilder for doing some of it's targets. this makes it difficult for systems that do not have docker, or restrict access to the docker daemon. additionally, the imagebuilder command does not seem to have instructions on where to find/install it.

i am wondering if we could add some detection logic to use podman as an alternative to docker?

i am seeing that by setting NO_DOCKER=1 i can run the makefile without needing access to docker, perhaps this should be added to the documentation?
