Bug 1866546: daemon: simplify kernel arguments processing

To keep kernel argument processing simpler and bug free,
let's first delete all kernel arguments which has been
applied by MCO previously and append all of the kernel
arguments present in new rendered MachineConfig.
This prevents bugs like https://bugzilla.redhat.com/show_bug.cgi?id=1866546

Also, adjust unit test for kernel arguments
