USHIFT-3100: Add conformance tests skip list #3319

Initial origin conformance tests skip list to try to get he job green asap. Once the job is skipping all well-known broken tests we will start fixing them. Current approach is a permafailing job where we do not notice when a new test is broken. Until all tests are fixed this approach will keep failing.
