[release-4.13] OCPBUGS-19060: TEMPORARY - Manually revert commit 07d39c832 #696

As we are seeing at random catalogSources fail due to cache integrity test failure on clusters, we are reverting this. This means that catalogs will calculate cache at the catalogSource pod startup, which might be less performant , but at least works consistently.
