Enable Noobaa KMS configuration only when the cluster-wide encryption is enabled

Noobaa's root secret key, used for MCG encryption, should only be
stored in to KMS server only if cluster wide encryption with StorageClass
encryption enabled.
Corrected the test cases accordingly.
