Allow managing dynamic plugins in Cluster Settings #536

Users are now able to interact with dynamic plugins that can be contributed by operators or that are included with the console. They should have a way to manage any dynamic plugins on the cluster from within Cluster Settings. They can also use this location to check on the statuses of any plugins to confirm they are operating as intended.

When enabling or disabling a dynamic plugin, the user will need to be prompted to refresh their console to see the updated UI settings.

Also moved existing 'enable dynamic plugin ui' design from 4.7 -> olm folder since it didn't make 4.7.

Updated design to only have single column on Configuration page for all configuration resources (instead of initially designed two) after speaking to @spadgett and @rhamilto and realizing that only 4 of these resource would have both a global and operator config resource. This single column will still contain all global config resource (as always) and now also include all operator config resource. Any resources that have both will have the API shown beneath the resource type to help differentiate.
