[release-4.11] [4.13] Introduce DOWNSTREAM_OWNERS file #542

This is an automated cherry-pick of #538

The openshift distribution of Operator Lifecycle Manager (OLM) was recently
updated to include a DOWNSTREAM_OWNERS file that specifies who has LGTM
and approval permissions. This file is expected in all OLM release
branches otherwise we won't be able to approve or LGTM pull requests to
the branches.

Manually adding labels to force merge. This is a required change to the prow configuration, which requires the same OWNERS file name to be used in all managed branches.
