Bug 1900757: [release-4.6] Add indices:admin/mappings/get permission to READ group #2023

/assign lukas-vlcek

Since the READ group already has indices:admin/mappings/fields/get* permission we add the generic mapping/get rule too. It also enable cluster admin to pull index mappings in the dev console.
