Deployment issues for 1.3

Since there are a lot of things going on in deployments lately, I am opening this issue to keep track of work that we want to get in for 1.3. We are keeping track of some of the work on Trello but not all.

So in a nutshell:

• caches in the deployment config controller (Use shared caches in the deploymentconfig controller #9002)
• caches in the deployment controller (Deployment controller w/ caches #9327)
• caches in the generic trigger controller (Trigger controller with caches #9485)
• enhanced dc status (Enhance status for deploymentconfigs #6233)
• cleanup policy (@stevekuznetsov added cleanup policy for deployments #8691)
• mindReadySeconds (@mfojtik)
• instantiate endpoint (Instantiate endpoint for deploymentconfigs #9349)
• New rollback endpoint (Update deploymentconfigs with ICTs if possible as soon as they are created #9018)
• oc rollout (oc rollout support #8927)
• collapse deployer controller in deployments controller (deploy: collapse deployer into deployments controller #9691)

I can't think of something else that I am missing.
