[release-4.6] Bug 1958969: test/extended/router/idle: Only run on OVNKubernetes or OpenShiftSDN #26146

The idle feature is only supported for OVNKubernetes and OpenShiftSDN
so we skip the idle test if the network type is something other than
those two.
