[4.3] Change build to be unpivoted by default #386

Follow on to openshift/machine-config-operator#1155
and internal pipeline change - ensure that RHCOS 4.3 works unpivoted by default.

This currently blocks on ART not building the MCD for 4.3.

I have no idea what I'm doing in this repository, but this
is an attempt to fix this issue:
openshift/os#386

We need git master of [the MCO](https://github.com/openshift/machine-config-operator/)
to show up in the 4.3 composes.

This makes this file look like the other ones.
