[release-4.11] OCPBUGS-10688: Fix leak in service controller cache #1598

Conversation

openshift-cherrypick-robot

This is an automated cherry-pick of #1545

/assign flavio-fernandes

This is a partial backport of https://issues.redhat.com/browse/OCPBUGS-6739
commit openshift@2000f2e

When services are deleted, the controller cache should also remove
the service from its top level cache to avoid growing forever.
