retesting because I am seeing unexpected issues in CI. The disruption could be seen in the previous upgrade job 1703539870036660224 but the original host addresses annotation was modified
"k8s.ovn.org/host-addresses": "[\"10.0.128.201/18\",\"10.10.0.1/24\",\"192.168.2.225/29\"]",
and the new host-routable-subnets was not created.
