[release-4.12] OCPBUGS-25096: Fragment oversized reply packets in LGW mode #1984

Backport of #1983

Add a e2e test to check that oversized reply UDP packets to egress IP
traffic that have the DF flag unset are properly fragmented and
received.

In LGW mode, send to host oversized reply packets to egress traffic
that was not routed through the host to allow for fragmentation when
the DF flag is not set.
