- What this PR does and why is it needed

This bumps OVS to 2.13.0-72.el8fdp, same version as master. The goal being to bump to a version fixing the CVE mentioned in the referenced bug.

Failed because the 72 rpm package has not been tagged with rhaos-4.6-rhel-8-candidate, but brew is down for me so I'll do that later.

2.13.0-72 has been tagged with rhaos-4.6-rhel-8-candidate, waiting a couple of hours and then retrying the build
