When using BUILD_PROMU=false, this fixes the circular dependency warning promu->promu, and avoids trying to download promu binary

This also removes the "-s" linker flag so that we keep debug info. I had added this previously because of warnings in the RPM build, but I think I would prefer to keep in sync with upstream now that we're building in the container. |

The update to 0.16.0 included some changes to Makefile.common that caused a circular dependency warning and download promu when BUILD_PROMU is set to false. This should fix that, and also upgrade to use go 1.11 which is available now.
