This commit adds infrastructure-related annotations: 'features.operators.openshift.io/*' to the operator CSV file, and sets each to string 'true' or 'false' for the WMCO bundle to pass the new CVP Operator Infrastructure Feature Test in the Operator Bundle Image Validation pipeline.
