Configuration: support building for OpenVMS for x86_64 #16498

OpenVMS for x86_64 is currently out on a field test. Building
programs for it is currently done with cross compilation on Itanium.
The cross compilation tools are made available by running a script,
which makes cross-compilation variants of most commands available, and
adds the cross-compilation C compiler XCC.

Do we need to rush this in 3.0.0? I suppose not. And OTC should probably give an explicit ACK as this is not a bug fix but a new platform support needing (albeit small) change in addition to adding the target configuration.

Agreed. I support this going in, but I think OTC need to approve it and I see no reason why that can't be 3.0.1

24 hours has passed since 'approval: done' was set, but as this PR has been updated in that time the label 'approval: ready to merge' is not being automatically set. Please review the updates and set the label manually.
