Partial fix of openssl#324
As per discussion on the OMC meeting 2022-07-13, a clause for minor edits is added, to allow edits that do not change the meaning of the bylaws, such as a conversion to markdown.

The OMC has voted in favor of the minor edits clause (c36f5e9). There has been minute changes to .gitignore and Makefile since the last approval, so re-approval needed, @openssl/omc |
