Update git submodules

* Update project-config from branch 'master'
  - Merge "Add Fullstack gate failure rate to neutron dashboard"
  - Add Fullstack gate failure rate to neutron dashboard
    
    As fullstack job is added to gate queue in neutron,
    this patch adds also graph with failure rate of this job to
    neutron-failure-rate dashboard
